A question of who

This weeks question of the week brought to you by Morgen.

Who does the US Constitution, and all its rights belong to? Everybody in the US or just to citizens and legal residents?

Comments:
The 14th Amendment Equal Protection clause applies to all people. Illegal aliens hence have a right to be treated fairly, to be assumed innocent unless proven guilty, etc. We also have a moral right to be the good guys, to exercise some compassion in this, a complicated issue to be sure. If adhering to our Constitution makes it more expensive and difficult to control illegal immigrantion, then we have to spend the money and do the work.
